Deadline: May 2027 · Secure your rating before the official classification period ends.
Be-Stars · Hotel rating in Morocco

Your star rating, secured before May 2027.

New Law 80-14 and Joint Order 985-24 redefine the rating rules for tourist properties in Morocco. Compliance audit, action plan and support through to the official rating for hotels, riads, guesthouses, residences, campsites and bivouacs.

Why act now

Without an official rating, you disappear from booking channels.

A rating is no longer a trophy. It is a measurable commercial lever and, from now on, a legal requirement with a deadline.

A stronger pricing position

For comparable properties, an additional star can support a higher average room rate and attract guests with greater spending power.

Visibility on booking platforms

Many travellers filter accommodation by star rating. Without an official rating, your property may not appear in those searches.

May 2027 deadline

Order 985-24 provides a 24-month period to meet the new requirements. The longer you wait, the more properties will be seeking support at the same time.

Legal framework

Law 80-14 and Order 985-24. What changes for you.

Joint Order 985-24, published in Official Gazette no. 7407 on 27 May 2025, defines three standards families and a points system that determines the number of stars awarded.

Common requirements covering accessibility, safety, dimensions and ceiling heights.

NEDF

Equipment, decor and operation

Furniture, bedding, bathrooms, lighting, equipment and technology.

NPQS

Service quality standards

Reception, languages, cleanliness, service, dining, housekeeping and responsiveness.

Mystery guest assessment

The mystery visit is part of the rating. We help you prepare for it.

The new rating system relies on mystery visits carried out by professional assessors as part of the initial rating and re-rating process. This visit carries significant weight in the final decision.

An independent assessor stays at your property as an ordinary guest, without identifying themselves, and evaluates the experience against the service quality standards (NPQS). The report is sent directly to the rating committee.

  • Anonymous check-in: reception, courtesy and languages spoken
  • Room service: quality, equipment and bedding
  • Dining: quality, presentation and service
  • Shared spaces: cleanliness, signage and accessibility
  • Room cleanliness and maintenance
  • Response to requests and complaints

Frequently asked questions

What property operators ask us most often.

What happens after May 2027 if my property does not meet the requirements?

After the deadline, an official rating and access to certain booking channels may no longer be guaranteed. An audit helps you prepare in advance.

How long does the full process take?

The audit takes one day, and the report is delivered within seven days. The time needed to meet the requirements then depends on the gaps identified.

What is the difference between RGC, NEDF and NPQS?

RGC covers construction, NEDF covers equipment and decor, and NPQS covers service quality. All three groups contribute to the final rating.

Does this apply to my riad or guesthouse?

Yes. The classification covers hotels, riads, guesthouses, residences, campsites and bivouacs.

What if I do not achieve my target rating on the first application?

The gap report identifies what remains to be done. Our optional services can help you address those gaps.

Do I need to close my property during the audit?

No. The audit takes place while your property is operating and does not disrupt your guests’ stay.

One day for the audit. Seven days for the report. No surprises.

The May 2027 deadline is approaching, and the waiting list grows every month.
